Introduction of the New KBLI 2025 and Its Implementation

Under BPS Regulation No. 7 of 2025, the Central Bureau of Statistics (“BPS”) has officially replaced the KBLI 2020 framework with KBLI 2025. This update aligns Indonesia’s business classification framework with the Fifth Revision of the International Standard Industrial Classification of All Economic Activities (“ISIC”). The implementation of KBLI 2025 is regulated under the newly issued Joint Circular Letter No. 1 of 2026 between the Ministry of Investment and Downstream Industry/Investment Coordinating Board, Ministry of Law and BPS.

What changed?

With issuance of BPS Regulation No. 7 of 2025 on 18 December 2025, the KBLI 2020 framework will no longer be applicable. The KBLI 2025 framework introduces a wider range of business activities, such as digital platform services, digital content, carbon trading and storage, renewable energy and enhanced classifications within the financial services sector. These updates expand the KBLI framework from 21 categories under KBLI 2020 to 22 categories under KBLI 2025.
